In the construction, reconstruction or maintenance of any county road or highway, the county is hereby authorized and empowered to enter upon private property, except the right of way of a railroad company, for the purpose of constructing, reconstructing or maintaining storm water drains, ditches or channels, and the inlets and outlets thereto.
