The board of commissioners of the county may borrow, appropriate and expend money for the purpose of effectuating the foregoing power, and may appoint inspectors and other persons for the enforcement of any such regulation, and may authorize the employment of clerks, stenographers and different assistants and fix their compensation, and authorize the acquisition of equipment, property and supplies incidental to the carrying into effect of such regulations.
