Section 3000.3036 - Capital budgets
(a) At least ninety days before commencement of the ensuing fiscal year of the authority, the board shall cause to be prepared and submitted to it recommended capital budgets relating to the Regional Destination Facilities Fund and the Regional Growth Fund. The capital budgets shall show in detail the capital expenditures to be made or incurred in the next fiscal year which are to be financed from each fund. The capital budgets shall be adopted by the board no later than the date of the adoption of its annual operating budget as required under section 3037.
(b) Except for projects contained in a county growth plan, a majority of the members of the board who are residents of a particular participating county must vote in favor of the inclusion in a capital budget for the Regional Growth Fund of any expenditure relating to a project within that county. Projects contained in a county growth plan shall be approved in accordance with the provisions of sections 3021 and 3022.
(c) The board shall conduct an annual public hearing regarding the proposed annual capital budget for the Regional Growth Fund.
