The commissioners of any county may approve attendance at county expense by county health, human services or probation personnel at appropriate training courses or at state or national conferences in the health, welfare or correctional fields. Each person attending a training course or conference shall submit an itemized account of expenses related to the event according to the provisions of section 446.
