The county commissioners of each county of the fourth, fifth, sixth, seventh and eighth class shall have power to make such rules and regulations, not inconsistent with this act and not inconsistent with the rules and regulations of the Department of Human Services, as may be deemed proper, convenient and necessary for the government of its institutions and to properly care for dependents.
