-If any county officer neglects or refuses to perform any duty imposed on the officer by the provisions of this or any other act, or by any rule of court, the officer shall, for each neglect or refusal, be guilty of a misdemeanor, and, on conviction thereof, shall be sentenced to pay a fine not exceeding five hundred dollars ($500).
