Section 1617 - New or improved structures, fills, excavations or other uses prohibited without written authorization - ViolationsA. No new development or substantial improvement to a structure, or new fill, excavation or other floodplain use shall be allowed without securing a development permit from the floodplain board in which the area of jurisdiction includes the proposed development, substantial improvement, fill, excavation or other floodplain use.B.
