A community action agency shall establish a governing board of directors which shall consist of not less than twelve nor more than thirty-six members. At least one-third of the members shall be representative of the poor in the areas served and shall be chosen through a democratic selection process. One-third of the members shall be elected public officials or their designees as established by the Oklahoma Department of Commerce. The remaining members shall be representative of business, industry, labor, religious, welfare, education or other major groups and interests in the community.
