Rule 3 - Presiding and Vice-Presiding Judge

The Trial Division of the Court shall select its presiding judge and a vice-presiding judge. In the absence of the presiding judge the vice-presiding judge shall preside. In the absence of the presiding judge and the vice-presiding judge, the members of the Court present shall select from their number a presiding judge pro tem.

The presiding judge shall rule upon all motions, objections, demurrers, or other questions requiring a ruling that arises during the course of any trial or hearing.

Upon the oral request of any two members of the Court present at a trial or hearing, a ruling of the presiding judge may be appealed to a vote of all members of the Court present and participating in the trial or hearing. A majority vote shall control.

The presiding judge, or the judge acting in that capacity, may, in his sole discretion, delegate in any particular case to any other judge or judges of the Court any duty or duties imposed upon him as presiding judge.
