These Bylaws may be amended in the following manner:
(a) At any regular meeting by a two-thirds vote of the members of the House of Delegates present and voting.(b) At any regular meeting of the House of Delegates by a majority of the members present and voting, providing the proposed change was submitted at the previous meeting of the House of Delegates.
