The Board of Governors during the adjournment of the House of Delegates, upon approval by two-thirds of the members of the Board of Governors present and voting, may make recommendations upon any proposal pending before the Legislature of the State of Oklahoma or any proposal before the Congress of the United States of America, if such proposal relates to the administration of justice I to court organization, selection, tenure, salary or other incidents of the judicial office; to rules and laws affecting practice and procedure in the courts and in administrative bodies exercising adjudicatory functions; and to the practice of law; provided that such proposal has not been theretofore presented to the House of Delegates for consideration.
