The Commissioner may, at any time, for good cause shown and after notice and a public hearing, suspend, revoke or refuse to renew any company's Certificate of Authority, if he finds that any one or more of the following causes or circumstances exist:
1. Any violation of, or noncompliance with, any provision of this act;2. Obtaining, or attempting to obtain, any Certificate of Authority through misrepresentation or fraud;3. Fraudulent or dishonest practices;4. Oral or written misrepresentation of the terms, benefits or privileges of any service contract issued, or to be issued, by it or any other company;6. Willful solicitation of membership from an individual who is or has been a member of another motor service club by giving said person credit for his years of membership with the other motor service club;7. Waiving the enrollment fee or otherwise reducing the usual fees and charges for a new member when soliciting membership from an individual who is or has been a member of another motor service club; or8. Inability for any reason to qualify for the issuance of a Certificate of Authority as a motor service club.Okla. Stat. tit. 36, § 3103
