The department of children and youth shall serve as the "lead agency," as described by 20 U.S.C. 1435(a)(10), to implement the state's partCearly intervention services program, through which early intervention services are provided to eligible infants and toddlers in accordance with partCof the "Individuals with Disabilities Education Act,"20 U.S.C. 1431 et seq., and regulations implementing that part in 34 C.F.R. part 303 .
