The authority may apply for funding from the "Water Supply Bond Act of 1981," P.L. 1981, c.261. Consideration shall be given to funding such projects as may be practicable in a qualified municipality as defined pursuant to section 3 of P.L. 1996, c. 62(C.55:19-22) or in an empowerment zone or enterprise community as designated under federal law, so long as those projects are consistent with the purposes of P.L. 1981, c.261.
