The Commissioner of Environmental Protection shall adopt, pursuant to the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq.), rules and regulations as are necessary to effectuate the provisions of P.L. 2002, c. 128(C.13:1E-213 et al.).b. The director shall adopt, pursuant to the "Administrative Procedure Act," rules and regulations as are necessary to effectuate the provisions of section 4 of P.L. 2002, c. 128(C.13:1E-216).
