Section 13:17-13 - Subdivisions and land development; review and regulation by commission; standardsThe commission shall review and regulate subdivisions and land development within the district, in accordance with procedures and engineering and planning standards adopted by resolution, which shall require that:
(a) All subdivisions, site plans, buildings and other development be in accordance with the master plan and any applicable redevelopment plan;(b) Adequate drainage facilities and easements be provided;(c) Road improvements be provided for subdivisions or sites where necessary to protect the safety and convenience of the traveling public, such improvements to include, but not be limited to, additional rights-of-way or pavement widths, marginal access streets, reverse frontage and highway and traffic design features necessitated by increased traffic, potential safety hazards or traffic flow impediments caused by the subdivision or development;(d) Public water and sewer systems be provided where necessary to protect public health and to insure an adequate supply of water;(e) Performance guarantees, maintenance bonds and agreements be provided specifying minimum standards of construction for required improvements by the commission and not to exceed the full cost of the facility and installation thereof or the developer's proportionate share thereof. Any bonds, moneys or guarantees received by the commission under this paragraph shall not duplicate bonds, moneys or guarantees required by municipalities for municipal purposes.
