N.H. Rev. Stat. § 240:2-a

In this chapter, a plan means the "State of New Hampshire Ten Year Transportation Improvement Plan 2011-2020" and any succeeding plan adopted by the general court pursuant to RSA 228:99 and RSA 240 of the laws of New Hampshire.
