Section 435.430 - Adoption of regulations concerning care and treatment by public and private facilities and to promote programs1. The Administrator shall adopt regulations:(a) For the care and treatment of persons with intellectual disabilities and persons with developmental disabilities by all state agencies and facilities, and their referral to private facilities;(b) To ensure continuity in the care and treatment provided to persons with intellectual disabilities and persons with developmental disabilities in this State; and(c) Necessary for the proper and efficient operation of the facilities of the Division.2.
