Section 387.3344 - Oversight panel for capital improvement projects: Selection of members; terms; meetings; duties1. The board of county commissioners of a county whose population is less than 100,000 and which levies a tax pursuant to NRS 387.3289 or 387.3342 shall establish an oversight panel for school district capital improvement projects, consisting of five members selected as follows: (a) One member who is the chair of the board of county commissioners of the county, or his or her designee, who shall serve as the chair of the oversight panel;(b) One member who is a member of the board of trustees of the school district in the county, appointed by the president of the board of trustees of the school district;(c) One member who is a member of a federally recognized Indian tribe or nation located in whole or in part within the boundaries of the county, appointed by the executive head of the federally recognized Indian tribe or nation;(d) One member who is a resident of the county and has experience in the building of school facilities, appointed by the president of the board of trustees of the school district in the county; and(e) One member who is a resident of the county and has experience in the financing of public works projects, appointed by the chair of the board of county commissioners of the county.2. After the initial terms, the term of each member of the oversight panel is 2 years. Members of the oversight panel are eligible for reappointment.3. The oversight panel shall meet at least once each calendar quarter.4. The oversight panel shall:(a) Review all credits to and debits from the fund for capital projects established pursuant to NRS 387.328;(b) Recommend future uses of the money raised by the county from levying a tax imposed pursuant to NRS 387.3289 or 387.3342;(c) Review the amount of any appropriation, grant, gift or donation received by the county for the construction of school facilities located on qualified tribal land; and(d) Make a recommendation for the date of termination of a tax levied pursuant to NRS 387.3289 or 387.3342 if the date of termination of the tax is not otherwise fixed.Added to NRS by 2023, 2304Added by 2023, Ch. 393,§5.5, eff. 7/1/2023.
