As used in 13-37-402 and this section, the following definitions apply:
(1) "Constituent services" means travel, mailing, and other expenses incurred to represent and serve constituents and authorized in rules adopted by the commissioner to implement the provisions of 13-37-402 and this section.(2) "Personal benefit" has the meaning provided in 13-37-240.
