Job training plans prepared pursuant to the job training partnership act and submitted to the governor for approval shall provide, pursuant to the job training partnership act, for comprehensive job training and related services and job opportunity programs for economically disadvantaged, unemployed, and underemployed individuals, and persons who have encountered 1 or more barriers to employment. Such plans shall include but not be limited to the following:
(a) Provisions that require each private industry council, chief elected official or administrative entity within a state designated service delivery area to provide, upon request from a community-based organization within that service delivery area, notice to that community-based organization on a regular basis of all meetings of the private industry council, requests for program or project proposals and such other information necessary to promote awareness and full and equal participation by individuals served by community-based organizations.(b) Development of performance standard criteria which takes into consideration the entry level of participants so that service providers are not discouraged or penalized for recruiting and providing services to individuals with barriers to employment, unemployed, underemployed or economically disadvantaged individuals.1983, Act 173, Imd.
