The powers and duties of the Endowment Fund shall be discharged by a Board of Directors, to be composed of nine (9) members, to wit: the President of the Senate of Puerto Rico; the Speaker of the House of Representatives; the Director of the Office of Legislative Services; the Superintendent of the State Capitol; the Official Historian of Puerto Rico; and four (4) members representing the public interest.
The members representing the public interest shall be appointed by the Superintendent of the Capitol with the advice and consent of the President of the Senate and the Speaker of the House. Such appointments shall be made for a term of six (6) years. For the purposes of this subchapter and the first Board of Directors, four (4) members shall be appointed for six (6) years; three (3) members, for four (4) years; and the remaining two (2), for two (2) years. The Presiding Officers of the Legislative Houses, the Superintendent of the Capitol, the Director of the Office of Legislative Services, and the Historian of Puerto Rico may not delegate their duties and representation on any other person. Notwithstanding the foregoing, these officials may be represented, but such representatives shall not be actively involved in the decision-making process of the Board.
