Both Houses shall be empowered to adopt all such measures as may be necessary to complement the provisions of §§ 371—383 of this title and effectuate the provisions of § 17 of Art. III of the Constitution of the Commonwealth of Puerto Rico, all of which shall be done by resolution to such effect or by regulation.
