Bills may be introduced in either Body at any time, but no bill introduced after the first one hundred and twenty (120) days of the opening of the first regular session and sixty (60) days after the opening of the second annual regular session shall be considered in the same session unless it is so resolved by the majority vote of the members of the Body where such a bill originated.
