Immediately after the laws, resolutions and other public documents are printed and bound, and within sixty (60) days after the close of each session of the Legislature, the Secretary of State shall distribute them as follows:
(1) To the President and the Vice-President of the United States, to the President of the Senate and to the Speaker of the House, one copy each.
(2) To each Department of the Government at Washington, one copy; to each Department of the Government of Puerto Rico, as many copies as may be necessary for the business of each department and as may be requested by the head thereof, but in no case shall any head of department receive more than one copy for his own use, or more than one copy for each assistant, chief clerk, or chief of division in his office; Provided, That in the Office of the Secretary of Justice, one copy shall be distributed to each lawyer employed therein.
(3) To the Library of Congress, and to the public and law libraries of Puerto Rico, two (2) copies each.
(4) To each state and territory of the United States, and to any country under the jurisdiction and control of the United States, which may agree to an exchange of volumes of laws with the Commonwealth of Puerto Rico, as many copies as may be necessary to secure the same number of books in exchange.
(5) To the Governor, to the Commissioner of Puerto Rico to the United States, to the United States District Court Judge, to the Supreme Court Justices, to the judges of the Circuit Court of Appeals and of the Court of First Instance of Puerto Rico, and to each prosecuting attorney, one copy each.
(6) To the members of the Senate and of the House of Representatives of Puerto Rico at the session in which said laws were passed, and to the secretaries and the sergeant-at-arms of said legislative bodies, one copy each; Provided, That the Secretary of State shall complete the sets of law books which the Senate and the House of Representatives of Puerto Rico now have, and shall provide the other sets necessary for the offices of the permanent committees of said legislative bodies.
(6A) To the Legislative Services Office of the Legislature, five (5) copies, and the same number of copies to the School of Law of the University of Puerto Rico.
(7) To the University of Puerto Rico, three (3) copies, and to those literary and scientific institutions and to those nations and colonies with which an exchange of works may be established and which may be designated by the Secretary of State with the approval of the Council of Secretaries.
(8) Of the laws alone: To the property registrars, to the mayors and secretaries of the municipal councils, and to such other Commonwealth officials that, in his judgment are entitled to receive them, one copy each.
(9) Such publications as may be in the hands of the Secretary of State for sale and which have been published under the jurisdiction of any department, may be distributed by the Secretary upon the written request of the head of the Department to the recipients enumerated above; Provided, That not more than one copy of each publication shall be sent to any one recipient.
