The Public Building Authority is authorized by virtue of this chapter to establish, in coordination with the Administration of Energy Affairs, agreements between and among any agency, department, public corporation, educational institution or instrumentality of the Government of the Commonwealth of Puerto Rico or the United States of America and any corporation or private entity or natural person, with the purposes of obtaining or providing professional or other services; obtaining or providing facilities to be obtained or provided; reimbursing or paying for such services or facilities; and establishing whether these services are to be rendered free of charge. Reimbursements or payments received on account of services or facilities provided by any agency, department, public corporation, educational institution or instrumentality of the Government of the Commonwealth of Puerto Rico or the United States of America and corporation or private entity or natural person, shall be covered into the General Fund, except for authorities, instrumentalities or public corporations whose funds are not under the custody of the Secretary of the Treasury, in which case, such reimbursements or payments shall be covered into the funds of the body that rendered such services or facilities.
