P.R. Laws tit. 22, § 932
The conveyance of real estate belonging to the Commonwealth of Puerto Rico, its departments, agencies, instrumentalities, authorities and public corporations and political subdivisions, as authorized by §§ 931—936 of this title, shall be with the approval of the Governor or his/her representative and shall be executed by the Secretary of Transportation and Public Works, on behalf and in representation of the Commonwealth of Puerto Rico, or by the chief executive of the transmitting department, agency, instrumentality, authority or public corporation, as the case may be, and the Executive Director of the Public Buildings Authority, in accordance with the procedure prescribed in §§ 1—5 of Title 28.
