The works comprising the Irrigation System itself of the Lajas Valley Project, as well as any other property acquired through grant, purchase, or otherwise, and used solely for purposes of regulating, conducting and distributing of the waters for irrigation and drainage of the lands comprising the Irrigation District, shall be in the possession of and shall be used and administered by the Authority, without limitation whatsoever, for the said purposes and for the purposes provided in this subchapter, the Commonwealth of Puerto Rico retaining the lawful or usufruct right of ownership over them.
