The Secretary of the Treasury shall collect the irrigation tax levied as hereinbefore prescribed and shall enter the amount so collected into a special account to be known as “Operation Fund—Lajas Valley Irrigation System”.
All costs and expenses incurred by the Authority in carrying out the duties imposed upon it by this subchapter of administering the Lajas Valley Irrigation System, shall be paid by it directly. The Authority shall be reimbursed, from any available balance in the aforementioned fund, the amount of all such costs and expenses, including a reasonable share of the general and operating expenses of the Authority attributable to the Lajas Valley Irrigation System, as same may be determined in accordance with the basis established for the distribution of the operation expenses among the various systems administered by the Authority. Out of the moneys available in the “Operation Fund—Lajas Valley Irrigation System”, there shall be advanced to the Authority, from time to time, and at its request, enough sums to provide it with a fund which shall at all times be adequate for paying all costs and expenses promptly. The Authority shall have and administer said fund such as it does with its own funds, but shall use it solely for paying the said costs and expenses.
