§ 9. General powers—Definition of “construction”; roads

In all cases where by virtue of laws enacted by the Legislature of Puerto Rico either prior to or after the effectiveness of this act, the Secretary of Transportation and Public Works of Puerto Rico has been authorized to carry out the construction of any public works, the term “construction” shall include not only the construction but also the reconstruction, enlargement, repair, maintenance and improvement thereof and everything accessory thereto; Provided, further, That the use of the term “construction” in any laws enacted by the Legislature of Puerto Rico either prior to or after the effectiveness of this act, and authorizing and directing, and empowering, the Secretary of Transportation and Public Works to construct Commonwealth roads or other public highways, shall include such junctions, bypasses, detours and short cuts as a sound technique may demand for the construction thereof or for the improvement of the existing ones; and said term shall further include the power to construct and maintain small parks, parking places, recreation places and other subsidiary works directly related thereto, in the environs and neighborhood of Commonwealth roads and public highways.
