The Secretary of Transportation and Public Works may, when he deems it opportune, prescribe regulations for the enforcement of §§ 13—18 of this title, which regulations shall have force of law. Said regulations shall take effect once promulgated pursuant to §§ 2101 et seq. of Title 3.
