All charges, fees, reimbursements, or payments established under this chapter and received by the Management Office shall be covered into a Special Fund created for such purposes by the Secretary of the Department of the Treasury, in order to defray regular operating expenses of the Management Office, of which any surplus shall be transferred to the General Fund of the Treasury of Puerto Rico upon the closing of the fiscal year, after giving notice to the Office of Management and Budget of the Government of Puerto Rico. Provided, That for Fiscal Year 2014-2015, the sum of four million, eight hundred thousand dollars ($4,800,000) shall be transferred from the Special Permit Management Office Fund created in this chapter to the “Legal Liability Fund.”
