The Department of Consumer Affairs shall have the ministerial responsibility to watch over the strict compliance of the provisions established in §§ 8009—8012 of this title. For those purposes, it shall exercise all the powers and faculties granted by means of §§ 341 et seq. of Title 3, known as the “Organic Act of the Department of Consumer Affairs”, and the regulations adopted by virtue of the same.
