The Board for the Development of Porta del Sol — Puerto Rico shall direct and coordinate the efforts for the implementation of the Plan and be responsible for delimiting the strategies and for taking all actions necessary for making the Porta del Sol — Puerto Rico destination as [sic] a world class tourist destination.
