This chapter shall not apply to any assessments or debts of tourism improvement districts, as defined by §§ 6601 et seq. of Title 21, or of commercial improvement districts or residential improvement zones, by virtue of §§ 4001 et seq. of Title 21, known as the “Autonomous Municipalities Act of 1991.”
