To the ends and purposes provided by this chapter, all works and projects that the Authority carries out, and all the real and personal property, and every right or interest in the property they are on, that [are] needed for the enunciated purposes, that are acquired through the exercise of eminent domain, are hereby declared of public utility, and said real and personal property and any rights or interest thereon may be expropriated without a prior declaration of public utility as foreseen in § 2902 of Title 32, as amended, part of the “General Condemnation Act”.
