P.R. Laws tit. 23, § 1141
The mission of the State in modern society is to provide citizens with tools and opportunities that allow them to attain the highest quality of life. Areas such as housing, security, the development of small- and medium-sized business, and job creation, among others, are essential elements to achieve such goal.
It is hereby declared as the public policy of the Commonwealth of Puerto Rico to establish a mechanism, such as the one provided for in this chapter, that employs modern technology to gather on a digital code, all the necessary and appropriate information regarding permits, certifications, authorizations, or licenses, among others, that apply to businesses in the Commonwealth of Puerto Rico, in order to improve dissemination among the people as well as government oversight thus addressing the different demands and challenges of the 21 st century society.
