The Puerto Rico Energy Office shall adopt regulations regarding the standards and specifications that establish the minimum efficiency requirements which shall regulate solar equipment and its separate components to be commercially manufactured and sold in Puerto Rico. These standards and specifications shall be based on the best information available, and in doing so, the Puerto Rico Energy Office shall consult scientists, engineers, researchers, industries, the pertinent federal and Commonwealth agencies and any other entity involved in experimenting, research and construction of solar energy systems, in order to obtain reliable designs and types of solar energy systems. Likewise, said regulations shall establish the form and manner in which the equipment shall be labeled or identified, to certify that they comply with §§ 1062—1062b of this title and the regulations.
