The Secretary shall collect the sum of one hundred dollars ($100) for the registration of each contractor; and one hundred dollars ($100) for the annual renewal of the registration. Likewise, the Secretary shall collect the sum of five dollars ($5) for the issuing of each certification. Funds thus collected shall be deposited in a special fund, without a specific fiscal year, to be used by the Secretary in implementing §§ 1020a—1020f of this title.
