The provisions of §§ 805—821 of this title shall not be intended to apply to those public parking areas operated without profit, that is to say, primarily and essentially operated as a service for the convenience of the clients, customers or persons related to any business or activity operating in said parking area. Nevertheless, all parking areas covered by this section shall comply with § 809 of this title.
