Whenever an administrative hearing is held, pursuant to the provisions of §§ 805—821 of this title or its regulations, the same shall be directed by the person on whom the Secretary delegates such duty. The proceedings in the same shall be conducted in such a way as to permit the parties to submit all the evidence deemed pertinent, introduce their witnesses, and examine opposing witnesses, and argue their case as extensively as the speediest solution of the matter permits.
The parties may be represented by counsel, if they so wish.
