Any law enforcement officer, including the members of the Puerto Rico Police and the Municipal Guards, may issue a summons for the violation of the provisions referred to in § 752 of this title, of their own knowledge or by a complaint brought by any natural or juridical person and may use the form usually used to issue summons, and may refer said summons to the Department of Consumer Affairs or to any judge of First Instance. Likewise, he/she may exercise any of the powers conferred to the officials of the Department of Consumer Affairs by the Insular Supply Act, §§ 731—745 of this title.
