(a) The Commonwealth of Puerto Rico recognizes that a strict compliance with all regulations, directives and price lists promulgated or adopted by the Economic Stabilization Agency, under the authority of the Defense Production Act of 1950 (P.L. 774-81st Congress), approved by the Congress of the United States on September 8, 1950, is necessary for the stabilization of the national economy and redounds to the benefit of the national defense and security, wherefore it hereby declares to be the policy of the Government of Puerto Rico to help enforce the price program of the Federal Government insofar as said program has been molded in the regulations, directives and price lists heretofore and hereafter promulgated or adopted by the Economic Stabilization Agency, under the authority of the Defense Production Act of 1950.
(b) Any person who intentionally does any prohibited act, or who intentionally fails to do any act required by any provision of any regulation, directive or price list, after said regulation, directive or price list has been published in Spanish in at least one (1) newspaper of general circulation in the Commonwealth, as promulgated or adopted by the Economic Stabilization Agency under the authority of the Defense Production Act of 1950 (P.L. 774-81st Congress), approved by the Congress of the United States on September 8, 1950, shall be guilty of a misdemeanor and upon conviction punished, for the first violation, by a fine of not less than one hundred dollars ($100) or more than one thousand dollars ($1,000) and by imprisonment in jail for a term of not less than five (5) days or more than one (1) year; and in case of recidivism, by a fine of not less than two thousand dollars ($2,000) or more than ten thousand dollars ($10,000) or by imprisonment in jail for a term of not less than one (1) month or more than two (2) years.
(c) The courts of Puerto Rico are hereby vested with jurisdiction over said offenses, and [on] all prosecuting attorneys, magistrates and officials charged with maintaining the public order in the Commonwealth are hereby imposed the duty to enforce the provisions of subsection (b) hereof. The trials for violations of the provisions hereof shall be heard by a court without a jury when the charges are originally filed in the Court of First Instance of Puerto Rico.
(d) The secretary of the court shall cause to be published in at least one (1) of the newspapers of general circulation in the Commonwealth, all sentences imposed in cases of recidivism, as well as the picture of the person convicted.
