§ 737. Production of food or staple products

Whenever the Administrator should deem it proper and necessary in order to effectuate the purposes of §§ 731—745 of this title, he may adopt whatever measures he may deem necessary with regard to the planting and cultivation of food or staple products to be used during the period of the present emergency and for such time thereafter as may be necessary, including the power to purchase seeds and roots; to distribute them and to have them distributed; to plant and to cultivate them on lands owned by the Commonwealth of Puerto Rico or by any municipalities thereof; to rent or expropriate lands belonging to private persons, and to distribute the products thereof in the manner provided for the commodities purchased by him.
