The Administrator may, whenever in his judgment such action is necessary to effectuate the purposes of §§ 731—745 of this title, grant or contract loans with the security of staple commodities and in the terms he may deem proper; and he may dispose by sale or gift, through the appropriate channels, of articles obtained through the collection of such loans, and he may pay all the expenses and losses incidental to such operations. In relation with the exercise of the powers and faculties enumerated in this section, the Administrator may sue and be sued.
