P.R. Laws tit. 23, § 600c
In a term not greater than sixty days as of the date of approval of this act, the work group designated by § 600b of this title shall begin the drafting of a strategic plan. This plan shall be the main instrument to make the growth of this sector viable.
Said plan shall cover all aspects, both direct and indirect, related to the growth of the industry, and shall include the following:
(a) Competitive reinforcement of the industry.
(b) Creation of jobs.
(c) Technological modernization.
(d) Interconnect with the remaining economic sectors.
(e) Identify tax and salary incentives in existence and prospective incentives that might be created through legislation.
(f) Identify access to financing available for these sectors.
(g) Exportations.
(h) Public relations and marketing.
