(a) The Commissioner shall carry out the examinations deemed necessary with respect to the operations of a film project or infrastructure project. A film entity shall file any reports required by the Commissioner.
(b) The Commissioner shall contract an accountant to determine the moneys in cash contributed to the film entity in exchange for stock or shares and the items of the Budget that have been paid out to individuals, entities, and/or corporations residing in Puerto Rico, as defined in this chapter, by the film project or by the infrastructure project, and to compute the corresponding tax credit. The Commissioner shall establish through regulations the period of time allotted for the accountant to file the reports required after having compiled all the necessary information. Both the needs of the motion picture industry and the principle of government efficiency shall be tended to upon establishing said time allotment.
(c) The film entity shall notify to the Commissioner the name and address of the administrator or representative who shall be responsible for rendering all the reports and complying with the requirements established this chapter.
