If the provisions of this chapter are inconsistent with the provisions of any other laws enacted by the Legislative Assembly of Puerto Rico, the provisions of this chapter shall prevail, and no other previously or subsequently enacted law regulating the administration of the Central Government or any part, office, bureau, department, commission, instrumentality, municipality, branch, agent, officer, or employee thereof shall be construed to apply to the Port of Ponce Authority, except as otherwise specifically provided. All issues and business of the Port of Ponce Authority shall be managed pursuant to the provisions of this chapter, and said Authority shall retain all those powers, authorities, and prerogatives granted to the Port of the Americas Authority by virtue of §§ 2901 et seq. of this title.
