The members that constitute the Commission shall be responsible for the performance of the duties, powers and functions listed in § 508 of this title. A quorum equal to half plus one of its members or commissioners shall be required for the meetings of the Commission. Every agreement of the Commission shall be made by the majority vote of the commissioners attending the meeting or who are consulted by telephone, fax or referendum carried out pursuant to the rules adopted by the Commission for such purposes. Any vacancy arising among the representatives of the civil society before the expiration of the term shall be filled by appointing a new commissioner for the unexpired portion of the term.
