(a) The structure of the “Ruinas de la Antigua Hacienda La Lucía” [Ruins of the Old Plantation La Lucía], located at the Camino Nuevo Ward near Road PR-901, which is part of the Luis Muñoz-Marín Panoramic Route in the Municipality of Yabucoa, is hereby declared a Historic Site.
(b) The Institute of Puerto Rican Culture, together with the Municipality of Yabucoa, are hereby directed to establish the boundaries of the land that comprises the original delimitation of La Lucía Plantation.
(c) The Planning Board, in coordination with the Institute of Puerto Rican Culture and the Historic Conservation Office, and with the endorsement of the latter, shall take all the necessary actions so that the land that comprises the original delimitation of the Old Plantation La Lucía, as well as all structures and machinery located within the ruins thereof, is registered in the National Register of Historic Places in Puerto Rico and the United States of America, pursuant to Regulation No. 5 of 2002, as amended, titled “Regulations for the Designation, Registration, and Conservation of Historic Sites and Zones in Puerto Rico”, and that the ownership thereof is transferred to the Municipality of Yabucoa.
(d) The Institute of Puerto Rican Culture shall provide for archaeological studies to be conducted which allow for a better understanding of the development and history of the Old Plantation La Lucía and how it was related to social, economic, urban, and cultural growth of the Municipality of Yabucoa and the Island in general.
(e) The Municipality of Yabucoa shall take all the administrative measures necessary, within its financial capacity, to conserve, preserve, and maintain under its custody the structures of the Old Plantation La Lucía for the enjoyment of present and future generations.
